Students Boycott State Tests

Johnson, Eric. 'Seattle High School Junior Class Skips Standardized Test In Protest'. MSN. N.p., 2015. Web. 25 Apr. 2015.
I just read this story and am amazed that students can opt out of taking this important test.  The students will receive a grade of zero for their records according to the article.  Some student's parents signed for them to not take the test, and some simply did not show at testing time.  This is but one school where Common Core testing and No Child Left Behind have been called into question.

This is happening concurrently with a strike by teachers.  Washington State does not link the test scores with teacher evaluations, however, a representative of the district did say that teachers who refused to give the test could lose their teaching license and the school may lose federal funds. Could this be just an excuse for some of the students who are reluctant to take this test?  How do the new tests compare to the old tests and pre-NCLB tests?  I am also curious as to what the impact of NCLB has been.  It seems to me that there is too much emphasis on test results.  But can we devise a fair set of tests that allows for a good education for all children while still keeping competitive globally?
